Abstract
This chapter proposes a new category for the cultural policy study of Cultural Diplomacy -- "informal" cultural diplomacy. It explores the parameters of the contemporary discourse of Cultural Diplomacy and the various means by which cultural organisations might assume a political agency. It explores the tensions inherent in the relation between culture and politics, and in the cognate discourses of cultural diversity and multiculturalism. It argues that dominant institutional approaches to cultural diplomacy have been compromised, and in response we need to consider non-institutional or informal actors.
