Abstract
This paper describes the design of a market for personal information in a property system where individuals can hold entitlements ie. intellectual property rights. It describes the current system where individuals cannot hold entitlements and the challenges it presents, because it would require the focus on the information itself and the rights over it. In a property system where individuals can hold entitlements, the challenge is no longer rights of information but bargaining solutions and market design. The paper presents 3 markets that have been designed and are emerging from the new property system.
