Abstract
The UN Convention on the Rights of the Child (1989) is a familiar reference point for policy makers, researchers and practitioners. The universal appeal of the Convention has never been more important within the context of COVID-19, where the pandemic has made it difficult for states and organisations to support the material, social and emotional welfare of children; where normal structures of support have temporarily been suspended as states impose lockdowns and other restrictions in the interests of controlling the virus. In this chapter I critically examine the universal nature of children’s rights focusing more on the uneven distribution of rights between different groups of children. Drawing on the backdrop of the current pandemic, I illustrate this uneven distribution with reference to the situation for young carers in England.
