Abstract

The aftermath of civil wars is oftentimes plagued with lingering challenges to public security. UN peacekeeping can deter former belligerents to resort to violence in the post-war setting, but how do UN peacekeepers deal with sources of post-war instability not related to the previous conflict? This chapter focuses on sources of post-war instability largely overlooked in missions' mandates, namely criminal violence and urban violent disorders. These challenges are not specific to post-war settings but can be exacerbated in the war-to-peace transition and cripple peacekeepers' capacity to maintain peace. After presenting and discussing these challenges to post-war order, the chapter explores the extent to which UN missions adjust operationally and strategically to post-war settings. It concludes by pointing out that the increasing role of UNPOL within peacekeeping aligns with recent research showing its beneficial impact on dynamics of post-war violence and could be a valuable asset to secure post-war peace.
