Abstract
This paper examines how the Ministry of Education in Lithuania has approached policy change to the leadership of their schools. The aim of the Time for Leaders Project and subsequent policy is to recapture the enthusiasm of teachers and school leaders that had been in evidence immediately after the country regaining independence in 1990. The Time for Leaders Project is a framework of practice intended to develop new models of schools and governance, leadership competencies and form a support infrastructure for educational leadership. The findings of the project will, through systemic change, empower the Lithuanian education community and every individual to develop and improve schools. As Time for Leaders is approaching the end of the first phase, this paper outlines the findings and the synergy that has emerged between leadership development, consultancy and school models.
