It is clear that new organisational forms of
schooling are required for system transformation and sustainable improvement to occur.
Michael Fullan (2004:16) argues that changing
whole systems means changing the entire context in which people work and it is clear that the
current context of schooling is rapidly shifting.
Innovation within and between schools is now
the prime way of generating collective capacity
for education transformation and change.
