Abstract

While policy in the last ten years has created the architecture for a more effective model of safeguarding that is consistent with the innovative methods of provision available elsewhere in Europe a significant gap remains between policy and practice on the ground.

This review sets out a model of safeguarding for the 21st century. Including detailed recommendations at strategic, operational and practitioner level, this review should be read by everyone leading work to safeguard children.
