Abstract
Although the Member States agree the solution to the multiple demands upon European seas lies in the Integrated Marine Strategy, the sustainable use of the marine environment is set to be undermined by the Common Fisheries Policy (CFP) which is independent of the new integrated policy The objectives of the CFP are to meet the "socio-economic needs" of fishing communities and contribute to the food security of the European Union. Neither objective is being met; instead, there are diminishing stocks and declining communities, a situation that is set to continue. In reforming the CFP, a realistic appraisal of the socio-economic justification needs to be undertaken and a programme of marine reinstatement adopted.
