Abstract

This paper reviews the current state of HCI. We argue that HCI lacks a sufficient understanding of the issues that effect the usability both of computer systems, and of HCI practices in real situations of system design and implementation. In this paper, we explore these issues from the perspective of problem ownership'. Internally, various constituencies of expertise compete to de ne and address the fundamental problems; externally, there is
uncertainty and ambiguity as to the identity of the use 'that the HCI community claims it is
