Abstract
This Discussion Paper is part of the Seventh Framework Programme of the European Commission. It assesses the promotion of participation and citizenship in Europe through the "Advocacy and Legal Advice Centres (ALACs)" of Transparency International. It aims to enhance an anti-corruption tool to enable better informed and effective citizen participation in Europe.
