Abstract
Food-borne illness is recognized as a significant public health problem in the United States. Due to potential market failures associated with the provision of adequate levels of food safety, a number of regulatory mechanisms have been introduced over the years. The bulk of current U.S. food safety regulation is carried out by the United States Department of Agriculture (USDA), overseeing meat, poultry, and egg products, and the Food and Drug Administration (FDA), responsible for all other food products. In 1996, FDA and USDA performed a major overhaul of the food safety regulations by converting the existing command-and-control regulatory system to Pathogen Reduction/Hazard Analysis and Critical Control Point Systems (HACCP).
