Abstract
A Primeira Guerra Mundial forçou a Grã-Bretanha a adaptar as suas estruturas militares, económicas e políticas em função dos desafios da guerra industrializada. A transformação do seu exército – uma pequena força convencionalmente encarregada do policiamento do Império – teve um impacto considerável na cultura política liberal dominante. A guerra desafiou concepções de cidadania estabelecida e redefiniu a relação entre o Estado e a sociedade civil. Este artigo assenta numa abordagem comparativa e transnacional e procura demonstrar que, apesar do indiscutível crescimento do aparelho de Estado, a guerra não foi um jogo de vencedores e vencidos para a sociedade civil britânica. Este artigo procura neste sentido reavaliar a importância crítica do pluralismo liberal que caracterizou o sistema político britânico em tempo de guerra.
La Première Guerre mondiale a contraint la Grande-Bretagne à adapter ses structures militaires, économiques et politiques pour répondre aux défis de la guerre industrialisée. La transformation de son armée – une petite force conventionnelle vouée au maintien de l’ordre dans l’Empire – a eu un impact considérable sur la culture politique libérale dominante. La guerre entraina une contestation des conceptions établies de la citoyenneté et une redéfinition de la relation entre l’État et la société civile. Cet article s’appuie sur une approche comparative et transnationale pour démontrer que, en dépit de la croissance incontestable de l’appareil d’Etat, la guerre ne fut pas sans conséquence pour la société civile britannique. Cet article réévalue donc l’importance du pluralisme libéral qui caractérisa le système politique britannique en temps de guerre.
The First World War compelled Britain to adapt its military, economic, and political structures to meet the challenges of industrialized warfare. The transformation of its army – a small force conventionally entrusted with policing the Empire – had a considerable impact on the dominant liberal political culture. The war challenged established conceptions of citizenship and redefined the relationship between State and civil society. This article builds on a transnational and comparative approach to demonstrate that, in spite of the indisputable growth of the State apparatus, the war was not a zero-sum game for British civil society. This article therefore revaluates the critical importance of the liberal pluralism that characterized the British political system in wartime.
