Abstract
This paper examines the 'new cosmopolitanism' that now traverses different disciplines within the social sciences and a wide spectrum of contemporary social theory. It does not either celebrate or denounce the new cosmopolitanism but rather seeks to understand what it is and assess its contribution to social theory. The core of the argument is that we need to distinguish between the doctrinal and critical aspects of the new cosmopolitanism. This is done by examining in detail a) the relation between its conceptual innovations and its diagnosis of our epoch; b) the relation between its critique of the spurious universalism of modernist politics and its own universalism; and c) the time-consciousness that informs its representation of the Westphalian order and international modernity and its presentation of self as having radically broken from this paradigm. The paper argues that we need to see cosmopolitanism less as an abstract ideal or as an empirical actuality and more as a category of understanding and standard of political action.
