Abstract
This chapter examines the pressing question to whom rural Britain belongs. For theologians this question raises important issues about our relationships to pieces of land, 'belonging' in general, and the rights and responsibilities that go with it. The Old Testament takes these issues very seriously and they are overdue for re-examination in the present context. The New Testament builds on this tradition, but with a stronger emphasis on 'communities of belonging', among which the Church itself is a principal example. The first section of this chapter, 'Belonging', seeks to harness the scriptural and theological tools at our disposal. The second section, 'Ownership and access', gives an account of the legal position, in particular those aspects that have developed under the pressure of the various stakeholders. We look, inter alia, at rights of way, trespass and access agreements as they have come under the twin influences of an ever-greater ability of non-residents to travel to rural areas and the increasing expectations of privacy that characterize our culture. In our third and last main section, 'Rights and responsibilities', we look at the historical background to rural Britain as a natural resource before in turn addressing the private and public, individual and institutional stakeholders in the countryside together with the current drivers for change and growth. We seek to assess their place within a theological and explicitly Christian framework and give some pointers to churches seeking to understand and participate in debates and planning decisions.
