Abstract
Despite the growing body of work concerning autonomy, education, and children’s interests; comparatively few attempts have been made to bring an educational system under scrutiny with the aid of a rigorous theoretical lens based on contemporary political theory. The aim of this thesis is to provide a detailed analysis and critique of the Turkish national education system with respect to attainment of liberal educational goals, notably the cultivation of autonomy in future citizens.
The thesis opens with a discussion of the value of education and focuses on three of its constituents (autonomy, treating others as equals and democratic competence), then presents Turkish educational policies from the early republican period until today. From the third chapter, the focus shifts to theoretical foundations of the ideal of autonomy, which is developed and defended as the overarching liberal value the liberals should be concerned with. To accomplish this, a defence of the value of autonomy as well as a detailed discussion of the proper definition are presented in Chapter 3, resulting in the adoption of a particular definition. Also three main stakeholders on children’s upbringing are defined as parents, cultural communities and the state. Chapter 4 is about parental rights and discusses what type and degree of parental involvement is permissible in children’s education. Chapter 5 follows with a discussion of group rights, autonomy, right to exit, and feasibility of enrolment in cultural practices. Chapter 6 ends the theoretical discussion with a treatise of legitimate claims of the state on citizens, which are ultimately manifest in national educational policies. The discussion also reverts to the Turkish example and the implications of the theoretical analysis for Turkish education are discussed. The conclusion ends the thesis with policy evaluation and recommendations for a more autonomy-minded future educational policy for Turkey.
