Abstract
Discusses, with reference to Croatia and Bulgaria, the justification for simultaneously having to seek membership of the exchange rate mechanism and the European Banking Union through the close co-operation mechanism (CCM). Details the incentives of the CCM when seeking economic and monetary union.
