Abstract
A phenomenological model is proposed for the local low energy spin excitations in high-T, cuprates, which provides a quantitative and consistent description of the systematic oxygen content and temperature dependence of the normal state spin susceptibilities in YBa2Cu3O7-delta. It is equally applicable to other systems in the underdoped regime.
