Abstract
We consider the semiclassical description of the fractional quantum Hall effect based on cooperative ring exchange. We generalized the original picture to the n = 1 Landau level and look at its validity. We find that the Wigner-crystal-like configurations which are the starting point for the picture are unstable for filling fractions nu(1) greater-than-or-equal-to 1/3. For nu(1) < 1/3 the effects of ring exchange are quantitatively very similar to those in the n = 0 Landau level.
