Abstract
In this paper I will attempt to explore the relationship between ideology,
population and health through an analysis of posed solutions to the problem of
mental deficiency in nineteenth- and twentieth-century Britain. At the same time
I will attempt to show how the development of psychiatric care shared common
ideological roots with other areas of welfare, penality and education, and can
benefit from being removed from the isolation of psychiatric history.
