Abstract
The thesis examines experiences of the introduction of Teaching Excellence Framework (TEF) in a post-1992 university by utilising Foucauldian notions of governmentality and pastoral power.
The aim of TEF is described in its documentation as to ensure the quality of teaching in higher education through informed choice of students, which will stimulate economic growth as a result. Yet it is criticised by ignoring the academics and imposing marketisation of higher education. The tension between collegiality and managerialism raises the question of how this governmental discourse is internalised by individual academics.
The research data, primarily based upon 22 interviews with academics and managers, is systematically coded and analysed. The data suggests that the internalisation of governmental discourse arises from interrelations between the managers and individuals.
The thesis argues that the relation between the managers and individuals can be explained by utilising Foucault’s (2007) notion of pastoral power. It suggests that individual conduct is shaped through pastoral practices which are disciplining and caring at the same time. Therefore, TEF as a governmental intervention and discourse not only evaluates the quality of teaching but also shapes identities and behaviours of academics.
The thesis elaborates Waring and Martin’s (2016) model of pastoral practices by defining new pastoral practices and construing new aspects of pastoral practices. It also develops the model by exemplifying possible ways to resist pastoral power. It is argued that this modest contribution to governmentality and organisational studies literatures provides a greater level of understanding of implementation and internalisation of governmental interventions.
